Alga Processing to Lead Coastal Wind Farm Delivery of Texas’ Largest Hybrid Renewable Energy Initiative

Houston, Texas — October 17, 2025 — Alga Processing LLC announces a defining leadership role in the development of the 225 MW coastal wind farm that anchors the multi asset Pleasure Island Power Collective™, a landmark hybrid renewable energy and data infrastructure project advancing on Pleasure Island and Sabine Lake near Port Arthur, Texas. 


The coastal wind facility, positioned along Sabine Lake, forms a core pillar of the region’s first integrated combination of floating solar, inshore coastal wind, battery storage, transmission infrastructure, and a Tier IV data center. The project covers 2,275 acres leased from the City of Port Arthur, underscoring the region’s strategic commitment to advanced clean energy generation and manufacturing.

A First of Its Kind Energy Ecosystem 


The coastal wind farm serves as a central power producing asset within the Pleasure Island Power Collective. With 225 MW of inshore coastal wind farm, the installation takes advantage of the stable coastal wind corridor over Sabine Lake. This location provides a stronger and more consistent wind resource than inland regions of Texas, resulting in dependable output profiles. 

The wind farm will include 15 hurricane resilient turbines installed across designated portions of Sabine Lake. These turbines, designed for high survivability in extreme Gulf Coast conditions, will interconnect directly with the Collective’s dual 230 kV substations. The configuration strengthens grid independence and ensures reliable power to the data center, BESS, and the maritime industrial port facility. 


When paired with the 391 MW floating solar array, the coastal wind generation creates a hybrid system capable of delivering balanced, round the clock renewable energy. 

Alga Processing, as the exclusive Project Management Office (PMO), oversees all project governance, engineering coordination, and development sequencing for the wind asset and its integration with the other five mission critical components of the Collective. These include the solar farm, the 150 MW / 1200 MWh BESS, dual 230 kV substations and transmission corridor, the Tier IV data center, and the maritime industrial port facility. 


Driving Regional Manufacturing and Economic Growth 


The coastal wind farm will introduce new manufacturing and fabrication demand to Jefferson County, supporting advanced energy supply chain opportunities. The Collective is expected to bring a significant number of manufacturing jobs and long-term economic benefits under a multidecade operating horizon. 


With wind turbines positioned in Sabine Lake, the project’s configuration captures steady coastal airflow, generating utility grade renewable electricity while maintaining resilience against severe Gulf Coast weather events. The broader development is engineered to withstand Category 5 hurricane conditions, reinforcing energy security for mission critical infrastructure. 


A Strategic Milestone for Port Arthur 


In 2023, the Diligence Offshore concluded long standing negotiations with the City of Port Arthur and secured long term land leases enabling construction of both the wind farm and supporting infrastructure. These agreements mark a pivotal moment in establishing Port Arthur as a regional leader in renewable energy innovation and digital infrastructure investment.
